Nope, that pretty much covers all of it, although, we could skip the Nugget Bridge Rocket completely if we were lucky. (And by lucky, I mean get to the TM01 Rocket's map without encounters ~3 times to get rare candies/.4.) In Generation I. You can manipulate random encounters by tracking the 'D-Sum' (the sum of two RNG bytes FFD3+FFD4), though this is rather impractical without an emulator because the values of these bytes increase [in battles] or decrease [outside of battle] 'many times per frame'. I edited my previous post to add a Youtube video to show the skip Jessie and James method. Here is the link too. Then if we walk in the Mt. Moon without stopping (without releasing the pad in the direction that we walk) has a mild influence in wild Pokémon random encounter. Doing this would increase the possibility of return to the TM01 Rocket floor (using the first stairs) without random encounter.

I got to the TM01 Rocket floor and half way back by pulsing the walking direction.
