Oh, I was under the assumption that trading wouldn't be allowed. If trading is allowed, then you could simply have two parallel playthroughs of Red/Blue and Yellow. Train up a pokemon in the Red/Blue playthrough until the special stat corresponds with Missingno, then use a link battle with that pokemon and the Viridian Forest trainer/fly in Yellow to encounter Missingno and duplicate the Rare Candy from Mt Moon. Use the duplicated rare candies in Yellow to train a pokemon up until the special stat corresponds with PPkMnp, then trade that pokemon to Red/Blue and link battle trainer/fly it to catch PPkMnp in Yellow. Use duplicated rare candies to train the PPkMnp up to level 60, then trade it over to the Red/Blue playthrough, where it will become the R/B equivalent .4, which learns Cut by level-up at level 61, effectively skipping both the Nugget Bridge and TM 28 rockets.
And for clarification, Mt Moon is NOT a problem because you can circumvent the trainer encounters via trainer/fly, and you do NOT need the pokeflute because you can make the Snorlax east of Vermillion disappear via trainer/fly.
So yes, this is entirely possible, it's just a matter of dedication.
Edit: also, I don't like the idea of falling back on select glitches because then you might as well just do the whole thing in Green, and it's like 'What's the point,' you know?

I was told you could use link battles, but I'd never been able to try it because I haven't had a link cable since like... 2001 You can't use Red/Blue for Missingno duplication because the first feasible point to trainer/fly Missingno is Nugget Bridge, which would involve defeating the Nugget Bridge rocket. Yellow has a trainer/fly-able trainer in Viridian Forest that isn't there in Red and Blue. It's technically possible to do it in Mt Moon, but that would require godly luck or savestate abuse. As for Jesse and James, the idea was just to progress far enough into Mt Moon to get the rare candy, then go back to Pewter.

Then the big problem is skip the Nugget Bridge and Cerulean Rocket. In RBY if we lose with the Nugget Bridge Rocket, then the Nugget Bridge Rocket don´t battle again and we can go to Sea Cottage without defeat to Nugget Bridge Rocket. Normaly is impossible skip the Cerulean Rocket, the only way is the interacting with other RBY or GSC and get a Pokémon with Cut move, get a Glitch POkémon that learn Cut by level or some HM01, but to do it using any method, the other version already should have beaten Team Rocket Members. In Yellow is possible skip to Jesse and James in Mt. Moon, for it: The first step is disappear the Helix Fossil in Mt. Moon using the Escape Glitch on the Bug Catcher in Viridian Forest (with a Escape Rope), after lose with the last Super Nerd (near of the Fossils) in Mt. Moon. When we return to Viridian Forest and appears lv7 Pokémon, the Helix Fossil in the Mt. Moon disappear. After use the Escape Glitch on the Rocket in the room with TM 01 and exit of Mt. Moon without take the Dome Fossil (if we take the Dome Fossil then Jesse and James appear). As wwwxxyy said, really the Pokéflute is not necessary because is possible disappear the Route12 Snorlax using Escape Glitch: Firts visit the Route12, after use Escape Glitch on Route11 Youngster and Fly/Teleport to Vermilion, in Route6 beat any Bugcatcher and after return to Route11 walking. When we return to Route11 and appears a lv7 Pokémon, the Snorlax in Route12 disappear. For get the Sabrina´s Badge is necessary use the Walk through walls glitch, but before to enter in Saffron gym is necessary have in the party a Pokémon with Fly/Teleport or Dig move (or a Escape Rope).

Ok then, I'll be working out some method to get PPkMnp/.4 in Yellow/Red/Blue without beating Rockets.
Edit: Trading with Green does work, but it always has many 'Ms in each other's party. The normal party pokemon are switched to slot 3/5 from 1/2. It'll freeze on the Trade Complete screen, but it's just enough to save the traded Pokemon.
If we don't want trading with Green, we could do trading with Spanish R/B or Yellow as these would yield more predictable results and still be compatible while still erroring movesets/pokemon. I'll be testing this soon, I guess, though feel free to help, Paco.

I comes to mind a extreme method for get to PPkMnp/.4 in Yellow/Red/Blue without beating Rockets. The method is play parallel between two Red/Blue version (principal and secundary). In both Red/Blue arrive to Cerulean City without beat Rockets taking the Rare Candy in Mt. Moon and putting it in the 6 slot in the bag. In both Red/Blue lose with the Nugget Bridge Rocket for go to Route24 without beat to Nugget Bridge Rocket, after capture a Abra and use Escape Glitch on Route24 Jr. Trainer, beat to Misty (or lose with Misty´s Starmie) and return to Route24 then appear lv7 Missingno for get 129 Rare Candy. In the secundary Red/Blue raise levels to starter (with Rare Candy) for get a Pokémon with a Special stat of 194 (equivalent to .4), also raise levels to other Pokémon for get a Pokémon with a Special stat of 54 (equivalent to Magneton). In the principal Red/Blue get a poisoned Pokémon and faint the party, after use Escape Glitch on Route24 Jr. Trainer, beat (or lose) to other trainer and use Cable Club black out glitch after of a Link Battle with the Secundary Red/Blue. First in the secundary Red/Blue only have in the party the Pokémon with Special stat of 54, in the principal Red/Blue after of the link battle with the Pokémon with 54 Special, walk on Cable Club until that the poison weaken the last Pokémon. After return to Route24 and then appear a lv7 Magneton, ending the battle with Magneton go to PC and change the box (for save the game) and reset the game. Repeat the procedure with the Pokémon with a Special stat of 194 and we can get a lv7 .4 and with Rare Candy raise levels to .4 until level 61 for get a Pokémon with Cut move and can skip the Cerulean Rocket.

That'll work, just tested between Blue/Yellow with a special stat of 6 and Voltorb popped up... but I dislike the idea of encountering the Nugget Bridge Rocket at all.
We would need two or three escape ropes in R/B, all to escape from the TM01 rocket. After getting to Cerulean, we would need to buy repels with what money we have to prevent random encounters and then lose to Misty to warp back to Mt. Moon pokecenter and use repel to prevent random encounters to get MissingNO. from one escape glitch (the original escape from the TM01 rocket) to get rare candies.
To get .4, we would need to get our starter up to a special stat of 194 and use the Cable Club glitch and encounter a trainer on the router next to pewter then head back to Mt. Moon and catch .4 in the TM01 Rocket's room.
Use the process again to catch your Magneton I guess but with using the special stat of 54 (Although I don't know why you need the Magneton.)
Use the rare candies on the .4 to learn cut at level 61 and escape from the TM01 Rocket for the final time to go to Cerulean, earn Misty's badge, and escape Cerulean by cutting the south tree.
Also, I'm confused on the procedure to skip Jesse and James in Yellow and the Team Rockets there. How would we make the Helix Fossil disappear AND get around the Rockets using the TM 01 Rocket and the Viridian Forest trainer?

Why would you need to link two games at all? If you can use the escape glitch to get a .4 with cut in Mt. Moon then it shouldn't need to link two games?

No, you need to escape from the Trade Center after going to the trade screen then fight a trainer to encounter the Pokemon that were in the trade screen to get their special stat. After the fight with the trainer is done, we head back to Mt. Moon to encounter a Pokemon.

Use the process again to catch your Magneton I guess but with using the special stat of 54 (Although I don't know why you need the Magneton.) You came up with the exact same idea I came up with when I was plotting the logistics of beating Red/Blue with just the starter, when I was trying to figure out how to encounter Missingno early without catching an Abra. And Paco's right. Also, I have no understanding of the Jesse James method in Yellow, but it looks a lot more difficult than the one in Red/Blue. In Red/Blue, if I recall correctly, if you trainer/fly on the TM 01 rocket and reset your menus with the Change Box method, you'll have your menus back and be able to pick up fossils but all the trainers on the second floor will simply not notice you, so you can walk right past the scientist/nerd and the normally-mandatory rocket just before him. So anyway, to recap, - the Mt Moon Rockets are skipped with trainer/fly - the Nugget Bridge rocket is debatably skipped by losing to him - the TM 28 rocket is skipped by obtaining Cut early - both the Game Corner and Pokemon Tower are skipped by removing the Snorlax overworld sprite with trainer/fly - both Silph Co and the Earth Badge are skipped with the noclip glitch Is there anybody we're forgetting or did we win this one?

Nope, that pretty much covers all of it, although, we could skip the Nugget Bridge Rocket completely if we were lucky. (And by lucky, I mean get to the TM01 Rocket's map without encounters ~3 times to get rare candies/.4.)
