Something that may strengthen the 'Missingno. are lost Pokémon' theory.
A few weeks ago, I noticed that the Japanese Pokémon Wiki's unreleased Pokémon article mentioned some different 'lost Pokémon' which Bulbapedia haven't noted yet.
It doesn't mention a few of the unused Pokémon designs from Capsule Monsters, namely Godzillante, Gorillaimo, Buhi, Papyō, et al, but what surprises me is how a few of the additional designs correspond to some degree with the minority of Missingno. that have their own unique cries which IIMarckus has noted.
The original source was apparently Game Freak's website. I know that Game Freak sometimes puts insight about the development of the games on their website, but haven't been able to find the original article, though I did find a secondary source which reuploaded the designs and also had some interesting Nintendo Space World 1997 information which Celebi25 hadn't noted.
Among the designs which surprised me the most were an unused three stage evolution, (Weedle precursor to a Beetle-like Pokémon), a "Poliking" and an altered version of Dragonair. The interesting thing is that one of these Missingno. has Dragonair's base cry (0x5E) [Note that 0x5F is like an altered Dragonite], and another Missingno. has a slowed down version of Poiliwag's cry (0x51) though this could be just a coincidence. A user on TCRF Stag019 also brought up that Missingno. 0x43's cry sounds a little like Togepi, and Mattrizzle replied that 0xB5 is like a low-pitched version of Wartortle, and mentioned the 0x5E and 0x5F cries.
Below are the designs from both the Japanese website 'Botsu Pokémon' (Discarded Pokémon) and Bulbapedia:
Apparently hosted on Game Freak's website:
1)コカーナ, Kokana
Note: Supposedly evolved into カサナギー, Kasanagi and then an unnamed Pokémon.
2)カサナギー, Kasanagi
Note: Supposedly evolved into an unused beetle Pokémon with four arms.
3)The unnamed evolution of Kasanagi

4)Old Dragonair design
Note: Missingno. 0x5E and 0x5F have cries resembling Dragonair and Dragonite.
5)Old Poliwaq design
Note: Lacks a mouth and has a different tail. It apparently evolved into "Nyoroppi", a prototype name for Poliwhirl (Nyorozo). Missingno. 0x51 sounds like a slowed down Poliwag.
6)ニョースカ, Nyosuka
Note: Probably replaced by Poliwrath. Missingno. 0x51 sounds like a slowed down Poliwag.
Directly from Capsule Monsters(?) concept art sketches:
The numbering is interesting, because it goes beyond 190, so maybe? some of these were disregarded before the development began.
7) ブヒ (Buhi):

Note: Numbered '124'
8) パピョー (Papyou)

Note: Numbered '211'
9/10) Godzilla and Donkey Kong like Pokémon

11) Dragon like Pokémon
