Well, the trainer still owns the Shellder, and when the Shellder is ripped off the Slowbro's tail (or the slowking's head) the slowbro/slowking de-evolves into Slowpoke and the Shellder reverts.
If the guy cares enough or is GameBoy enough, he would rip the Shellder back off.
So technically, no one owns the Slowbro, they just own the components (at first unless agreements are made and such.) It's kinda like that bible story where two mothers claim the same baby except this time the baby actually gets cut in half and forms two separate, functioning babies, albeit one's a bit slow.
Though the real questions are, what happens if a Cloyster clamps down on the tail or head of a slowbro/slowking? What if another shellder clamped down on a Slowking's tail or a Slowbro's head? What if two Cloysters clamp down on a Slowpoke on its head and tail?
